Should I Be Concerned About Soaking These Apart?

I am going through a lot of several 1000 Australian State stamps. These three are all lightly fused together. Do I have anything to lose or should I just put them in water to get them apart? There are more where these came from. Thanks

I do not see any cancels or full gum so they are a bit mysterious. I just don't want the ink to run. Each looks like a different shade.

How about using a q-tip to wet the areas that overlap and gently try to part with spade tip tongs instead of immersing them?
