Traditional catalogues aren't going to give a number for this item. You might know that postal stationery, including wrappers, are found in the Higgins & Gage catalogue. Vol. 17, in the case of Trinidad and Tobago. These catalogues haven't been updated in decades, but you'll still see HG numbers used in auction listings.
Robson Lowe's Encyclopedia covers much of the Empire/Commonwealth, and includes some postal stationery, but it doesn't cover Trinidad and Tobago.

According to Higgins & Gage, the 1d. brown imprinted stamp was used on three postal stationery items, all issued in 1924:
H&G 3 - 1d. brown on white postcard (thick paper) H&G 3a - 1d. brown on ivory postcard (thick paper) H&G E3 - 1d. brown on buff newspaper wrapper (thin paper)
If yours has thin paper it must be a cut-out from E3.

Yes, it must be a cutout from H&G E3. The paper is thin, soft, and cheap, like newsprint.
