How About This R33B Pair? A Curious Piece!

Here's another interesting item. It appears to be the 10c Certificate R33b vertical pair. It is odd that it has the partial diagonal perforations partially through it. Understanding that it has some faults (including scuffs), it appears to be a genuine part. perf. pair to me. There is a fold/crease between the stamps as well.
The stamps are not canceled. They are not proofs.

So... as this has a high CV, what else might this be than the R33b pair? Printers waste?

Freak perfs were very popular back in the late 19th century, and because some of the perforating wheels were sold off as scrap, there were people ready to help fill the need. So a lot of these types of freaks exist. Also, the imperf certificate was not especially valuable back in the day relative to the part perf, unlike now. So it's possible that this was created from a badly centered imperf pair back then. The perfs should be checked carefully.

Thank you, recollector and m and m, I will check the perforations closely (compare sides to each other, compare to other revenues) - could be manufactured from an imperf pair.
