Reaching out to see if any revenuers may explain the use/scarcity of this private handstamped "STOCK TRANSFER" double 2-line overprint used as a printed #RC11. It appears that the FUTURE DELIVERY is printed over the STOCK TRANSFER handstamps.

It is impossible to tell by just looking which was printed first, the eyes create an optical illusion. For practical purposes it is best to assume that the Future Delivery was printed at the BEP as usual and the stock transfer was added later. I have never seen this before, but I seriously doubt it was a genuine usage or handstamp. If it was, what collector would have removed it from the document which would have been the only way to prove it genuine???? And it is far too easy to make this kind of overprint, anyone can do it.

You are assuming the soaker knew something about revenues and would know the stock transfer was a potential provisional overprint and not just a cancel.

True, people soak things every day not realizing what they might be destroying in the process or knowing which items to leave intact vs. what are "safe to soak". However, absent the needed context that the document would provide, or an equivalent example, there's no way to know whether this a genuine usage or a collector/dealer fabrication.

What!?!
Just the other day I got frustrated when I was posting a 'good stewardship' reminder in a thread. Several members of this community pushed back saying that it was just fine to disregard proper care of common stamps; that proper care in working with stamps was too often over-played.

Some folks here in this community clearly believe that even if you are clueless, you can easily decide if a stamp is common and if it worthy of correct care.

Perhaps. But I also know that in 52 years of collecting and studying revenues, I have never seen this or anything similar. And since the basic stamp is VERY common, and the ability to create a hand stamp similar to this one is also VERY common, I am going to go on the side of the probabilities and so I see no reason to think it is in any way a genuine usage.
This aside from the fact that future deliveries were generally agricultural events and had nothing to do with a situation where stock transfers might be taking place. Although anything is possible.
