Arad - Occupation Francaise - Hungary/Romania

Hi everybody!
More a historical approach than a philatelic one...
According to Michel and Yvert Tellier the issue "Arad" under French occupation with overprint "occupation francaise" was printed in 1919.
Michel catalogues has this issue in the Back of the Book (Hungary) while YT in the colonies catalogue.
I have searched a lot on the Internet but I have not found information about the French army having a local entity in the zone that issued these stamps.
Does anybody know the circumstances these stamps with overprint "occupation francaise" were issued? By whom and for what? The cancelled stamps are rather scarce. That period in 1919 was very turbulent in the Hungarian area.

ETA: For posterity, in case the first link goes down, here is what it says about French occupation:

The town of Arad was occupied by the French from 30.12.1918, but with the Hungarian civilian administration preserved (the Post Offices were supplied with Hungarian stamps from Budapest until the end of March 1919, when the relationship with the new Republic was broken). The Romanian Army entered only half the city on 17.05.1919 (when a Romanian censoring office was installed near the French one). The city was taken over entirely by the Romanians only on 12.07.1919. (Dan Grecu)
