A huge stash of the USPS Philatelic Catalogs (including the latest one) can be easily downloaded from here https://stampsmarter.org/learning/P...licCats.html . The panels are listed in these along with order forms and contact info.

In Spain they were made from 1982 to 2014, but without stamps and they were free.
At first they were made on a very bad paper and then they changed to coated paper. These are mine.

There should be a distinction made here between Souvenir Pages, which became American Commemorative Cancellation Pages, and American Commemorative Panels. The Pages feature first day cancellations and production data, the Panels feature a block of mint stamps, with background on the stamp theme. Up until 2001, the Panels had intaglio engraved vignettes. The early ones were prone to toning because they were shipped with non-acid-free cardboard backers.
