Any Significance To The Parcel Post Cancel On This US 1940 Postage Due Cover?

All sorts of fun markings and cancels on this one.

Commercial cover mailed from Chemical Service Corporation in NYC to Vaccum Oil Co. in Rochester, NY. It appears to have been forwarded on January 19, 1940 (see inquiry division cancel on reverse) to the company's new address in Olean, NY, where it was received on January 23, and the 3 postage due stamps affixed.

Is there any significance to the use of the parcel post cancel? Or was it normal to just grab whatever canceling device was handy for use as a receiving stamp and canceling the postage due stamps?

When in a rush a postal clerk grabs the device at hand, applies it to a mail item, and moves on to the next to be processed especially at small third or fourth class post offices. Very nice cover with great markings.

I add that I see the PP cancel being used for cancels including transit markings a lot. Here as this item was not 1st nor 2nd class, the Parcel Post device is in line with what is going on. Only 3rd and 4th class matter need additional postage for forwarding. Thus the clerk may have grabbed this round dater by design.

It is a very nice cover. Beats the boring return to sender due covers hands down.
