I don't see this Yellow Surcharge listed in Scott's Catalogue

Any help is appreciated.

Can you confirm the last line of the overprint - hard to make out from the scan. I get "Habilitado / Pa Correos / de 20 Cmos". Correct?

The scan is the best I can do with my scanner
My guess is "Habilitado / Pa Correos / de 20 Cmos Similar to Scott Philippines #133 except in yellow.
I thought in could be a color changling but have never seen red or black surcharges turn to pure yellow..

That's not what the surcharge reads here, though.

The middle part reads PA???? GIRO. Giro overprints are known in green.

Great - so this is a Philippines revenue stamp then. This very useful site explains it in the Giro stamp section.
