The stamp seems to be foggy in the middle?
Sharp images on the perimeter
Seems odd

Strong circumstance to promote fiscal cancel cleaning

Scan is not clear enough to comment, guessing is all that remains.

Watermark is impressed "INTO" the paper, but may be seen from either side
depending on the stamp.
