Is It A Scott # 546 Perforation 11 ?

found these and a scott # 545 ( with perforation 11 also) in an old album I purchased couple of weeks ago and I took pictures measuring at 11.1/4 perforation and at 11

A 546 is a 2 cent red, see here to learn more

The perforations for this era US stamps are rounded off, so you will not find any 1/4 perforations.

Your first picture show improper use of the perforation gauge as the stamp is not properly placed on the gauge at the correct perforation reading. Your second photo is perfectly correct with the lines hitting the perforations in exactly the same location, not drifting as in the first photo.
