My preferred nomenclature, is "Mutilated Postal Stationery" fragment.
(From my mentor Jay Carrigan)
I have read "Indicia" also.

One West Australian dealer, catalogues and prices Australian siblings
as "Postal Stationery Cut Outs"

"Cut squares" is another.
