That is a normal revenue stamp.

That is a Revenue stamp. Three different issues, 1875, 1879 & 1882 respectively, with differing watermarks and perforations. Check the perfs and watermark and it can be identified with some certainty.

Revenues are not listed in Scott that I am aware of.

I gave you John Barefoot's Cat

There is a small listing in Forbin Catalogue (Stampsmarter)

Fraught with danger and inherently risky as this is, I am going to try to identify this stamp based on a scan and comparison to similar examples in my collection

Here is an example of the 14.25 line perf from Perkins Bacon. A typical example of the Perkins Bacon perforations. Small perforation holes, and lacking the "clean" punch found in the Somerset House perf 14 issues.



By comparison, here is a conveniently dated example of Barefoot 1, perf 14 by Somerset House.



Based on these examples above, I conclude that the OP's revenue is either Barefoot 1 or Barefoot 13, and not Barefoot 17.

If the OP could advise whether the revenue's watermark is a LARGE or SMALL star, and whether it is upright or sideways, this revenue can be positively identified.

Gibbons doesn't list fiscal stamps. In the case of SG 27, the base stamp (green crown and one penny overprint) needs also to be overprinted with "postage".
