I think the question/confusion was about the double-packs of seconds. I've never heard of such a thing, but wish I had found out sooner. Looks like a great deal. From the web site posted above:

Another place you can look for discounted mounts in bulk is of course eBay, your local stamp club might get donations of stamps and supplies from an estate, or sometimes the national auction houses will sell a collectors stock or dealer's stock of supplies. Dutch Country Auctions and Modern Stamps come to mind. Here is an example from an upcoming Rasdale sale, although in black. Perhaps calling one of the houses or emailing them to show your interest would entice them to prepare such a lot of clear mounts for their next auction.
