So if I measure correctly, the attached is perf 14. SG 2021 Commonwealth & Empire has it listed as perf 12. Typo or do I have the wrong stamp / listing?

It is SG 191. or SG specialised K21. The surface-printed stamps were printed by De La Rue. The stamps of this format had a standard perf. gauge 14.
These 'Lilacs and Greens' exist also with line perforation 12, but those are rare. Edit: The perf. 12 stamps were not issued but used as colour standards. A cancelled stamp with that perforation gauge, therefore, is an unlikely occurrence. |

In the specialised vol. 1, there is a remark about the perf. 12 in the introduction to the set, and also each listing has a perf. 12 if it exists. In my 2007 Commonwealth & Empire, there is a remark similar to the one @Nuc5 quotes after the listing of the 'lilac and greens.' |

I saw this also as mentioned:

But ii did not see where the catalog read perf 14. I see perf 14 in Scott. |

Catalogues should be read fully and then checked to see if you have forgotten what you read earlier.
If you go to the start of the 'surface printed' section, directly following the 'embossed issues' section, there are general notes to the Queen Victoria surface-printed issues. At the end, there is a paragraph on perforations where it reads all Queen Victoria surface-printed issues, except for the SG-numbers mentioned, have perforation 14. |
