Re Springer, he published 10 editions of catalogs ("handbooks" as he called them), and for cigarettes you'll want to get a copy of the 9th edition.
Re alternative albums, I have a SAFE "Luxus" album which accommodates long tobacco and cigar stamps up to about 16.5" long. A good friend is a veteran taxpaid collector and has literally dozens of these albums for his taxpaids and other larger-than-normal items.
I've attached a few pics from my album. As you'll see, in one case I've taken to mounting large taxpaid stamps right on the black backing pages.
