If you don't provide eBay with a payment method, they prevent you from making the offer

UPDATE:

Today I was hit with the "default payment wall" when trying to make an offer. As noted by shermae, there was no way to proceed to the offer without accepting immediate payment upon acceptance of the offer by the seller. Later I asked the trusted and well known dealer if he did anything to set up that "default payment wall" and is answer was not knowingly.

HOWEVER I FOUND A WORK AROUND. As you got through the steps required, I selected PayPal and then within that selection, I needed to select which payment method (e.g. from which account handled in my PayPal wallet) and I chose one. The fine print stated I could update my selection in the eBay account settings.

Immediately after I submitted my offer, I went to the eBay account setting and deleted PayPal as the preferred/default payment method. There was not blocking of that action at all by the system. I did get messages that the new default payment method selection was made and a second one saying my payment methods were changed (after I stopped the default payment methods in the eBay account settings.

Doug accepted my offer so the item upon which I offered was not in the "pending offer section" nor did I see it in my eBay cart. That was not unexpected if the payment was made immediately and automatically by the eBay system. I even think I saw the item flagged as paid in the Purchase History" list.

So a few hours pass and I looked in my cart to see why the number displayed had increased by one. There it was, the item I make an offer upon and which Doug had accepted. It was awaiting payment. I went back into "Purchase History" and the item was now clearly showing as unpaid, awaiting payment. So I went back to the cart, and checked out by paying just this seller. The payment checkout operated as usual allowing me to first select PayPal then the account within my PayPal wallet.

Now I need to look up my PayPal login pass word, go to my PayPal account to check to see I was not double charged for the item, once automatically and once from my cart.

Hope this helps.

If you take time to make an offer. Then why would someone not pay? I only buy from ebay. I have never sold anything on ebay. Is this a problem sellers encounter.

I am sure I have bought stamps from the dealers (sellers) on ebay that are members here. My ebay I'd is uknjay-73. I try to pay for my lots won immediately or as soon after. The dealers (sellers) need their funds. I need the item won ( or just wanted it ).

I do see the benefit of making an offer and it being charged to your payment method. This frees up your valuable stamp hunting time.

The problem for the buyer is that if they have multiple offers this prevents the invoices and payment to be combined for lower shipping, so the buyer has to pay the full first shipping cost for all accepted offers.

The biggest problem is that sellers have never been informed about this change, the default setting, and the ramifications of having it on or off. So as usual, it's eBay just rolling [CENSORED] out without ever letting anyone know until it's discovered.

As a buyer, I loathe this change. It's a pain in the [ALSO CENSORED] to provide it on each and every offer, and more importantly it prevents combination of orders.

As a seller, I loathe this change. It's a barrier to sales.

I disabled the "require immediate payment" setting on my seller account years ago, so presumably buyers making offers on my items do not get confronted with this idiocy.

With this dealer, yes the postage was refunded. The make offer item was combine with two auction purchases into on package. Now in this case I had paid for the auction items a few hours earlier. And more importantly I think, I maintain regular contact with the dealer via normal (non-eBay) emails and telephone calls.

I followed Uknjay's advice and contacted the seller. I provided a screen shot showing the lots of interest, and we successfully negotiated a price so I was able to secure 9 lots of Yugoslavian definitives. Apparently, this is going to happen more as I hit the same wall with another seller (SilentStriker). He has agreed to work from a screen shot.

With all of that said, I don't think this problem is entirely the doing of the sellers changing the default ebay settings. My personal activity on eBay may have had an effect. SilentStriker denied ever changing his "OBO" settings and I have no reason to disbelieve him. However, I did make an offer on a Ruanda Urundi set he was selling, and SilentStriker accepted my offer. There was* no wall, and the item is still in my cart awaiting payment. I asked the seller permission to be allow time for me to review his other inventory. It's been at least 4 days since, if not 5.

It's only during this 4-5 day delay when I noticed the problem again, where I must put in a payment method. So I think if a buyer has history (as I do) of slowing things down to shop, eBay may be foisting this requirement on the buyer, not the seller. I'm not sure, but it only makes sense.

Agree with revenuecollector that this is a pain in the assets, especially if you like making offers and saving on postage. Next time(s) will just have to work with sellers and/or use Parcelpostguy's method above.

That's the problem here: eBay changed the behavior of the default setting scenario and a seller has to now change them to opt out of that default configuration... but eBay never let sellers know that their default settings now result in different behavior for buyers on offers.

Ran into the paywall again on make an offer. Set it up and then deleted it as I first described. I worked again, no problem.

ParcelPost so you basically deleted your payment method, and the next time you made an offer you weren't forced to provide a payment method?
