I have a stamped folded letter with P O markings from 1884 and I would like to know more about the markings and also the holes on the paper?

I'm not seeing how the holes are related to the rest of the item. In general, holes like that just look like someone pinned it up on the wall for awhile.

parttime I agree..........pinned to something at some time. this was an old time practice and is commonly seen on early revenue stamps.
