This showed up on eBay at auction and I put in a lowby snipe just because it piqued my curiosity, and ended up winning it.
It looks to be an ancient folded approval sheet (based upon the ink and paper I'm assuming from the late 19th or early 20th century) of 19 different police tax revenue stamps from the Swiss canton of Basel, all from the 1860s and 1870s.
It's a fairly large image, so clicking on the image will open it in a new window where you can see it at full size.
Just a neat little revenue-related stamp business item from a bygone era...
