Tajikistan First Issue Cover, Need Help Reading Postmark

I'm a first issue collector, which means I need to create my own album and album pages. I like to collect covers from each first issue and write a description but im having difficulties deciphering this postmark from my Tajikistan #1.

Any assistance is welcome. Thank you.







The Tajikistan Republic's first stamp was issued May 20th, 1992.
The back of this cover's postmark shows it arrived November 17th, 1992.

The front postmark of this cover eludes me though. Any assistance is appreciated.

I read...07 11 92 13 = 07 Nov 92 ...(13 hour?)

The best I can make of it that comes close is 07119213. In that case, I agree with jorgesurci it is 07-11-1992, 13:00 (- 14:00?) h. local time.

It could be the case a clerk forgot to turn the "0" to "1". However, arriving an hour later in Moscow is impossible, unless a rocket carrying the cover was fired at Moscow.

Maybe the issue date is listed incorrectly.

The text in the number field and at left in the postmark means DUSHANBE POSTAMT =DUSHANBE POST OFFICE, the inner circle text at bottom means TADJ SSR =Tajikistan soviet socialist republic

Postmark date (front of card): November 07, 1992.
Date received (back of card): November 17, 1992.
The postcard took 10 days to arrive from one post office to the other.

The complete outer circle text reads: "Dushanbe Pochtamt Strakhovoy Uchastok" which translates as "Dushanbe Central Posr Office Insurance Division"/

The cover bears a provisional stamp POST / 53 / kop(ecks) that uprated the cover to a new postage rate of 60 kopecks + 50 kopecks for the inter-IS mail rate.
