Two Questions About A Stamp From China

Hello everyone!
I have two questions about this stamp.

First question: what make the face of the leader badly centred? Why do most of these stamps have a so poorly centred leader face? I've been looking at some images of several of these stamps and the centring of the face is extremely varying.

Second question: how much, exactly, is that stamp worth? I saw a seller selling one for 160$, and other ones selling some for approximately 1$. Does it depends of the type?

The poor centering on these is because there were two press runs. One for the frame and the second one for the middle. You may find a similar effect on US stamps of that era
The second question is for me unanswerable. Probably because of greed and / or ignorance
