Help Identify This Old Nepal Stamp

I have this old Nepal stamp, pictured below, that I am unsure how to properly identify. The paper is very thin and appears to have fine threads exposed around the edges. Could this be native wove paper? The image is somewhat blurred so I can't make out inscriptions ... I can't even tell if the image here is correctly positioned or if it is upside down!!!

Looks a lot like a telegraph stamp to me. But keep in mind that Nepal stamps are foreign to me
