Guess it is a Russian stamp 1 Kopek issued in 1890. Printed on a horizontal laid paper, I think.Will much appreciate if anyone familiar with Russian stamps could provide further details such as CV and any other details of errors if there is any. Thanking you in advance.The black thick line in some pics are of the twizzer holding the stamp.

Agree with your assessment of 1889-92 issue, Scott 46. The catalog value for used is 50 cents but with the large thin your stamp has the value is zero IMO.
