Unión Postal de las Americas, España y Portugal, a cooperation between the postal authorities of Spain, Portugal and American countries (mostly former colonies), Portugal joined later, So UPAE is before and UPAEP after Portugal joined.

Member countries have an annual themed issue.

You can compare it to CEPT / POSTEUROP.

I don't believe the USA was involved in any version of the UPAEP, so none of them.
