Scott Renumbering Of Early Philippines

I was using this reference to assist with reviewing all the shade varieties in early Philippines Spanish era. It includes what would be a nice cross reference between book catalog numbers and Scott. When I was trying to use it, I noticed the Scott numbers did not match and lead to the question if Scott renumbered Philippines after 1987 (book date).
