I've been looking at this for a few days and hoping that somebody with more knowledge than mine would offer an answer. But here goes....
It seems to me that the "break in the flagpole" is caused by accidental damage to the surface of the individual stamp after printing. It's recess-printed, so it would be easy for a tiny particle of the ink to be scratched away without damaging the paper.
Alternatively, perhaps a speck of dust might have adhered to the plate during its printing.
Either way, it's not going to be counted as a new discovery of a constant error unless you can find exactly the same flaw repeated on other stamps.
