Stamp issued in 2001 for centenary of the Israel Institute for the Blind (the centenary was in 2002!). The background is black, symbolizing how the world is dark to those without sight.

The FDC attached has the Braille Hebrew alphabet, but not embossed, with the corresponding regular Hebrew letters. Hebrew is written from right to left, but Hebrew Braille from left to right. The stamp itself has Braille "Israel" in embossed letters, so it reads the equivalent of "LEASRI" !

There is a small error on the envelope. Over the image of the Institute (lower left) it says in Hebrew "Centenary", and above this in embossed Braille the same (but of course in the opposite direction). I have enlarged this text. One Braille letter, which I have framed in red, is incorrect. The correct letter is in the blue frame.

From 1906 to 1965 there were reduced UK postage rates for mail for the blind. See https://www.gbps.org.uk/information...or-blind.php
A special label had to be used, as the one attached:


Since then all mail for the blind is free.
The USA was far in advance of the UK, having instituted free mail in 1899: https://www.loc.gov/nls/who-we-are/...ons-mailing/
