These are two of my #117s. I just noticed that the stamp on the left is taller (an extra perforation worth). It really doesn't look like a jumbo. Could the right stamp have been re-perforated and made smaller? I don't know enough about this series to know potential reasons for this difference.

Note: The right stamp is perhaps the bluish green variety.

Here is my other #117 which is more in line with left stamp above:

I know nothing about USA stamps, but I'm jumping in because this is an unanswered topic. I have three observations.

1. It certainly looks as if you have both blue-green and green shades (SG 119 and 119a).

2. If the smaller stamp has been re-perforated, it's been done incompetently, with imperfect teeth at both top and bottom. So I don't think it has been re-perforated.

3. Mechanical deficiencies in the perforating equipment can affect the height and/or width of a stamp. A vertical or horizontal strip of stamps of different sizes would be interesting.

This block shows how the margins and overall size can differ within one multiple:

This issue is famous for having perfs that go all over the place. Probably all are genuine. Poor centering is one of the reasons that this issue was not well received in its time.
