This seems to be a color error and maybe a denomination error or offset. What say you? Thanks!

It is a badly damaged stamp that besides the color issue has had another stamp, the 30 cent Roosevelt from the Prexie series transferred onto the face, thus the reverse impression.

is, "No." Rather it is a post printing chemical alteration resulting in a damaged stamp.
