1919 US stationery cover with a double postal cancellation. Think it was censored by US military.Would appreciate any info and details about this stationery cover and the stamp attached to it. Thanks
There are two separate aspects to this cover; 1. the censor tape: which I will leave for others. 2. the postage/postmark: note the cancel to the left is dated March 18 and the one shifted to the right is dated March 19. Close examination of the 2 cent stamp shows it has only 1 set of wavy lines across it, thus the envelope was mailed with only 3 cents paid and was detained until the additional two cents was applied to bring it to the 5 cents foreign letter rate. Lacking an obvious return address, it appears likely the examination process identified the sender who supplied the additional stamp, or perhaps a postal clerk or examiner knew the sender and felt generous to risk paying for a stamp themselves. Impossible to determine an exact scenario beyond the fact that a stamp was applied bewteen the times of the two cancels.
The Censor label is a Civilian Censor label, not military.
The Double Circle on the reverse, tying the label to the letter, with 407 indicates that this was censored at New York. The 407 identifies the censor who examined the letter.
I do not know for sure, but my guess is that the civil censorship tape is not related to WW 1 since that had ended in November, 1918 and it would not have likely required censorship on a letter to Peru. A more likely reason in my mind is that Peru was undergoing strong internal turmoil in 1919. Internal division and strife were getting out of hand and Peru tried to settle things down by holding an election on May 18, 1919 where Leguia Salcedo was elected, but the government in power attempted to nullify the results. Workers and students organized a general strike in protest and the government (President Pardo) used armed troops to harshly put them down. By July things had become so bad that the military staged a Coup d'Etat July 4, 1919 after which the military installed Leguia Salcedo as Provisional President. My guess is that the US did not want to openly get in the middle of this and could have undertaken some civilian censorship of mail going to Peru to ensure American citizens were not trying to interfere in Peru's dire domestic situation. But this is just an hypothesis of mine.
