I've had this stamp slightly longer than forever and have never been able to Identify it. I'd appreciate any help.

The one in the other thread seems to me to be a pen-and-ink drawing. This one looks like a slightly different version of the same, but it's too blurred to be sure.

Could they be preliminary essays for an unissued stamp?

The inscription of Belgique but not Belgie would perhaps date it around the 1870s or 1880s.
