Hello forum,

I have encountered several stamps (world and US) that have been cancelled but appear to have the original gum intact.

Is this left over gum from soaking?

I am not at home and have not particularly set these stamps aside but when I encounter them again I will upload photos to this topic.

Any insight on this issue would be appreciated. Thanks.

CTO, cancelled to order are common on worldwide stamps. For US, it is not uncommon to find precancels or postage dues with gum.

"Canceled-to-order. Stamps are ""canceled to order,'' usually in full sheets, by many governments. The cancels may be printed on the stamps at the same time that the stamp design is printed. A stamp with a cancel and with full gum is likely a CTO stamp, as CTOs do not see actual postal use. CTO stamps are sold to stamp dealers at large discounts from face value. Most catalogs say whether they price CTO stamps or genuinely used stamps."

There can be many reasons, but the most common is that the stamps were "Cancelled to Order" or CTO. Many countries, especially Russia during the Communist period would supply their stamps to collectors with cancellations so that they could get the hard currency and not have to provide any work. A number of other countries would do so as well.
