Same with mine
But no, it's not an universal method. Many collectors are more picky and choose not to allow any space fillers into their albums at all, and rather keep an empty space until a perfect example is available. Nothing wrong with either strategy, each to his own.

Indeed. I, for instance, decided against bidding for the British Guiana 1c magenta in 2014, and am holding out for an uncut copy.

the perfs ARE short, no question about it at all. The other perfs are not long, as this couldn't happen with these stamps unless someone cut a stamp beside it out, and used scissors to make long perfs.

those 2 perfs WILL "influence" the value depending on the collector as Blaamand mentioned, some are more picky than others..

but as the stamp has no real or very little value I see no point in keeping it, even to have it till another comes along, any stock book or accumulation you buy could have a nicer one.

as some mention, rare stamps or stamps with different perforations, could be virtually impossible to get a "nice" copy of. and in such cases the value wouldn't "influence" to value too much on a percentage but an excellent copy would just be so much more expensive.
