Howdy Eric,
I have shown this around everywhere, nobody knows (yet) anything about it.
On reasonably firm, yet thin card.
Not stamp paper from memory, I have it in a stock book somewhere but cannot find the physical example.
The "Rose Engine" work would idemnify it against anything slap dash, I would hazard a guess early De La Rue.

Ooops, sorry,
I meant to add, I suspect (guess) it is cut from a rectangular
label similar to a small cigar label or excise label, that would accompany all new unopened packs.
3d seems expensive for one pack though?

Eureka! Rod, I found it. De La Rue used 1862-1875 possibly later need the complete wrapper to know for sure.
