Note: The large black imprint on 1 stamp has occurred by the printer first attaching the stamp to the newsprint, <THEN> printing the newspaper on top of the stamp.

Stanley Gibbons Part 2 says "Imperial Journal stamps did not pay postage but represented a tax on newspapers collected by the post office."
The stamps were bought from the PO and affixed to the newspaper
(journal) by the publisher. In some countries, the stamps were
affixed to the blank newsprint and newspaper was printed over the stamps.
