Someone paid a bill of £7 and that is the receipt stamp.

2 pence stamp serving to pay £7 bill... interesting. This is the first time I saw £ symbol cancel on a stamp.

The "tax" went up from 1 penny in Victorian times to 2 pennies in around 1920 and was still on the go up to the 1970's. Company or business rubber stamp with violet ink with a blank after the £ so someone could fill in the appropriate amount by hand.

Put another way, the customer paid the seven-pound bill with seven pounds, cash (let's say), and then this stamp shows collection of a two-pence tax on the transaction.

Keep in mind that GB stamps by this time were valid for both postage and revenue purposes, and this was a revenue usage.

Here is an example of what is being discussed, a 2d KGV applied paying the tax on a transaction between Mr. Freestone and Palethorpes, makers of sausages and cooked meats.

These can be nice to collect as complete documents, often times there are beautiful illustrations on them, making them even more attractive to look at:
