I'm not a lawyer so I posed the original question to Amos.
The response I received from the Rights and Permissions Manager at Amos was that as long as raywrio doesn't intend to sell or distribute the album pages he creates, he can use the Scott numbers and will not be infringing on Scott's copyright.
