I'm not sure where your stamp is from but the word DOUANES means customs in french.

Quite a few of the early Union of South Africa stamps can be found overprinted with the word.

Hi Bmn,

Nice stamp - it's a French customs revenue. The 75 centimes value was used on permits for re-export of goods.

There were two issues like this: the first was perf 13½ and was issued in 1897; the second was perf 11½ and was issued sometime in the 1900s.
