Would anyone be able to tell me what is the function of a prize commissioner in the reconstruction era at the end of civil war?

A quick search yielded some neat results.

Prize commissioner, Philadelphia, 1865

The Philadelphia Prize Court commissioner was Henry Flanders.

Here's an interesting read on the life of the named addressee, Henry Flanders, Esq., who was not only in the legal profession, but was also a prolific writer and lecturer. This was presented as something of a eulogy at the University of Pennsylvania Law School following his death in 1911:

If anyone's interested in reading the entire "book" on the life of Henry Flanders it is at this link:

So, Prize Court Commissioner handle law cases of the captured blockade runners and the mails carried by the runners presented as evidences. Am I correct? Here is another cover address to the same Henry Flanders, Prize (Court) Commissioner, Philadelphia. Note the notation "Schooner New On" (Schooner New Orleans?).
