I have just come into MNH blocks of the 1c & 2c Pan-Pacific #397-398.

1) Can anyone tell me whether these are locals or Bureaus?

2) Are they worth more or the same or less than un-precanceled examples?

PanPacific's are always locals. The first bureau prints were the 1916 Washington/Franklin experimentals.
These from San Francisco are worth much less than mint, and usually less than normal used stamps. They are all pretty common except the 10cent perf-10 which is VERY scarce from SF. They come from about 100 different cities, some scarce, all fun to collect.

Thanks for the info that they are locals.
As for "These from San Francisco are worth much less than mint, and usually less than normal used stamps", mine are unused with full NH gum, not used.

When collecting locals, Precancel collectors don't much care for gum, so no premium. They often soak it off. A small minority of bureau precancel collectors persue NH stamps. Some of the prices you see on ebay for these are considered far-fetched by the majority of us.
