Is it a perf shift? Looks like someone's cut a strip with scissors. The perfs are in almost the right place.

That is very common. The stamp was put on the cover with a machine, and miscut the stamp. The perforations are just a small bit off, also a common occurrence. It is not an error, but would probably called a freak.

Very general rules:

When the perfs bisect the stamp, you have a collectible error of some value, eg, U$D 10s or above.

When the complete line of perfs are just inside the design, you have a collectible (minor) error.

When the perfs only cut into the design - as in your case - you have a damaged stamp.

The machine that cut your stamp has left you with a really nice slogan cancel on a badly damaged stamp.
