Here is a quote from ebay: "A Second Chance Offer lets a seller make an offer to a non-winning bidder at the bidder's last bid amount. The bidder doesn't have to accept the offer." It is NOT illegal, it is NOT frowned upon by ebay.

It is not the second-chance offer that is objectionable, by itself. There are certainly appropriate uses for second-chance offers.

Using a shill to drive up the price is objectionable. The second-chance offer is just a neutral tool; in the case of shilling it is a tool used by the shill-er to still try to get the shill-ee to buy the item when the shill-er inadvertently won the auction.

While I agree on the reprehensible nature of shills and shill bidding, having been a victim of such behavior in the past, the evidence presented so far in the condemnation of the supposed shill bidder is not enough to be proof of a shill bidding.

A further bit of sleuthing on ebay (look at feedback) reveals that the high bidder 6***6 is one 6812holmes in the Netherlands, who leaves feedback and receives feedback from this particular seller and also many others.

The fact that he leaves and receives feedback in itself is one argument against being a shill bidder. Plus the fact that the feedback left by 6***6 for jwe1704 is left within a proper amount of time (4-5 days) for a posting from the UK to reach the continent.

Since he does buy from others (one could go all out and be suspicious of them all I suppose) tends to lend a good note to his transactions also.

Perhaps he has just found a supplier of what he wants at this time that he is pleased with.

I admit further digging and comparing buyers and sellers and times and means (a rather tedious business) might turn up some connection stealthfully hidden amongst the lot of them but to me it does not seem ominously suspicious.

The shill bidding I am aware of has been done more clumsily and shows itself more readily.

I am always up for a good hunt but this has fizzled out so far.
