Backdated second and third issues are not nearly as common as backdated first issues. Far more people understood the laws by then and knew it was not a requirement.
I'm surprised that a railroad would do it, they usually had good lawyers who knew the ropes. There was no legal requirement to backdate a document to the original transaction date. However, if they had never bothered to pay the taxes on a transaction and suddenly it was needed in a legal proceeding, they might be inclined to backdate it.
