Just for clarification, the reindeer design should be permanent, but the black bar code etc. is that is printed when they are purchased is thermally printed.

My local post office APC is finally dispensing the Reindeer APC labels as shown below:



Since these newer APC stamps no longer have the word "VOID" cancelling out the design, you have to wonder if one were to take the "Not Valid Postage" label and trim only the Reindeer design off of it, would it go through the mail or be filtered out as illegal postage. Probably the latter, but it would make for an interesting collectible if it did go through the mail and get postmarked.

The clear stripe that glows yellow under short wave UV would get trimmed off if you trim off the Not Valid part, so the postal equipment would reject it.

Generally, no, it's not required.

On the other hand, if you hand it to a clerk and specifically ask that it be postmarked, they probably would accommodate a collector's request. However, since it's not required, it really becomes a philatelic contrivance and not a marking that would be required for the delivery of that piece of mail.

Perhaps an extra 1c stamp could be placed next to it that did require cancelling? But again, up to the Post Office employee I would think.
