Copyright Law however is very territorial in nature although there are common standard between countries so an opinion from a local lawyer whose jurisdiction is involed would help

I have been in communication with the Rights & Permissions Manager at Amos Hobby Publishing. I outlined the idea and stressed that while Scott Numbers would be used, neither Scott Values or photos from copyrighted sources would appear on the site. I received very positive feedback from him. Nothing definite, but enough to start working on a prototype.
