It is an envelope. The letter with postage applied & cancelled is placed inside and sealed. Hence the wonderful condition of the cover, postage, and fairly,clear handcancel postmark. I decided to keep the outer Priority Mail cover with the enclosed cover for proof of proper usage to postal history collectors.
