Stamp is U. S. Scott 212, an 1887 Large Banknote. The Washington Franklin series were smaller, and printed by the Bureau of Printing and Engraving beginning 1909. Very helpful site.

To see ribbed paper on banknote stamps, view them on edge, with light source casting shadows on the ribbing.

No idea what caused the offset.
