To assure all stamps have been canceled. Since the machine cancel could not cover all the stamps used.

It looks like the bottom 3c stamp was not machine cancelled. So they just marked over all the stamps with one motion to make sure nothing got missed.

Postal worker who hates animals? On another note, think of how much $ was wasted by using the marker in addition to the normal cancel.

Sorry about your stamps!

I think it's pure meanness and a general dissatisfaction with their place in the universe.

Not sure about The US.
In Our post office a memo from the HQ forbids the use of any kind of pen or felt markers.

Actually, I thought the answer would be simpler, something along the lines of "Because they're idiots"...

Yeah, actually most of the packages I receive from Canada come here uncancelled! It's been tough for me to get cancelled Canadian stamps on my stamp purchase packages!

But that does explain why one package looked like it had tread marks on it! No marker, no canceller, well then just... Yeah the package was returned by Canada Post to the Canadian dealer with half its contents missing!

Ironically, one of the few Canadian stamps I have received CANCELLED on a package is the $8 Grizzly Bear!! It came in perfect shape!

I've actually been told by my local postal clerk that they don't do hand cancels anymore. Not since 9/11. I have had to make special requests at the main post office for special "collectors" cancels.
