The wholesale postage market has taken a big tumble in the past 2 years. The US wholesale postage market is still in much better shape than for other countries, both now and in the past. For many other countries, the wholesale price varies from 10%-50% of face value. The UN wholesale prices took a huge hit a few years ago when UNPA changed the rules regarding how they accepted volume mail. You can guess what happened to the European wholesale prices after they completed the conversion to Euros.
