Stamphop, Would they still have been doing pen cancels in that year or is it possible it was just marked with a ballpoint? I guess either way you look at it--it got canceled.
Thanks bobgggg for the year on that--I looked and looked and couldn't find it! I found my bambi but no year on it.

It might well have just been written on by someone who was scribbling on the envelope. Given that it was 1991 (which is an interesting number itself with respect to "19" as it turns out), it does seem a bit unlikely that it would have been hand-canceled. But it was definitely soaked and it doesn't seem to have any other sort of cancellation markings, so you never know, I guess.

Maybe someone with a little more philatelic experience can tell us how likely it is that this is a genuine postal cancellation.

Sometimes, when stamps miss being canceled, a postal employee will deface them with whatever is handy, generally a ballpoint pen or marker. I guess you can call it a non-official, utilitarian, pen cancellation. Some collectors, myself included, find this kind of abuse annoying, especially when applied to specially prepared philatelic mail destined for a fellow collector.

Once again, thanks for your info, modern_who.

Now back to running the numbers. I actually wasn't planning on posting a fractional denomination stamp (again). But in searching for '21', I came across this stamp from Great Britain. I think it is a really neat design. It was issued in 1984 as one of a four stamp set about Urban Renewals; I don't know the Scott number.
