I've gone the search precancels route but most of the -10% were surcharges or overprints. Searching surcharges or overprints yields little results for the -10% stamps.
This book was first published in 1975. I have been trying to purchase this book since then. No matter where I searched it was not in stock, sold out or at auctions I always got out bid.
After searching for over 40 years I finally scored one on ebay for under 25 bucks.
